Sub. Suggestions from field officers &Co-opting members for Committees of Stakeholders

It gives me pleasure to inform that the process of selection of Service provider for rewriting New Software Applications has been conducted successfully by Directorate of System. The approval of Committee on Non-plan Expenditure (CNE) is expected shortly after which legal contract will be signed for rolling off the project.

2. The broad scope of the project includes.

i. Re-writing of New ITD applications.

ii. Development of Data Centre for the application.

iii. Development of Technology training Centre.

iv. Development of test environment at Vaishali.

v. Training of 20,000 employees.

vi. Development of HRMS module.

vii. Maintenance of old application.

vii. Software for all processes (other than core functions) of dept.

ix. Interface with UTI/NSDL/CPC Bengaluru/CPC TDS/ Refund Banker

3. Besides re-writing the entire existing application in new architecture and technology, it proposes to include the creation of new functionalities of most of the areas of department. These are as under:-

4. Last year, 15 stakeholder committees worked on detailing the requirements of aforesaid areas which were included in the RFP (Tender document).However, to develop the details of software requirement specifications(SRS), it has been planned to create following committees.

i. Usability of Application.

ii. Security.

iii. Roles and functions and jurisdiction.

iv. Mailing Solution.

v. Interest Calculations 234D 234A, 234B, 234C, 244A(1) and 220(2).

vi. Adjustment of losses and Depreciation and MAT, B/f  losses.

vii. Technology Training Centre

viii. Difficulties of AST and suggestion for navigation,feel and look etc.

ix. Time barring dates and key words for meta-data and Chapter VI A.

x. MIS reports and Registers and Helpdesk.

xi. Tax credits/OLTAS/refund Banker.

xii. Types of Orders/Notices/Penalties/Prosecution

5. For successful roll out of the Project, we seek active participation of various stake holders.Since it is the flagship project of the department, we invite willingness of enthusiastic and zealous officers/officials to be a part of the above committees. However, to kick start the process, all committees will comprise of officers from Delhi offices only. It is not easy to organize quick meetings as travelling is involved. However, to involve willing officers/officials from areas outside Delhi, who will be ready to perform journeys on short notices, it is requested that they may send their willingness/request at ayakar.bhavishya@gmail.com.
